iOS 16 is released.
Historically, Apple has released a new version of iOS a week or so after its September event. However, it caused a stir in 2020 by releasing iOS 14 formally the day after its Time Flies event. Apple, however, went back to the one week later strategy with iOS 15.

2020-09-16 for iOS 14 (after September 15 event)
19 September 2019 for iOS 13 (after September 10 event)

The most recent prediction is that Apple will host its iPhone 14 event on September 7, according to Mark Gurman of Bloomberg.
Accordingly, the earliest possible release date for iOS 16 would be September 8, but a release week after the iPhone 14 event, between September 11 and 16, would be more probable.
